In an increasingly competitive market, small and medium enterprises
have the option of join forces applying their core competencies in an effort to
achieve an objective. In fact, this is the purpose of so-called Virtual Organizations,
which aim to attend a goal through partners union. However, when these
organizations are created, it is necessary to deal with the maximum number of
participants involved and the risks involved in this relationship, which should
be measured through a well-defined process. Therefore, this paper aims to present
an approach to dimension the maximum number of participants involved
in the formation of a VO composed of service providers, based on the overall
participant risk levels.
