Abstract. With the increasing demand for software development, the intensive software organizations need to evaluate new ways to achieving quality improvement. The measurement allows, besides acquiring knowledge about a certain subject, understanding and granting control over a set of information or process, also the leverage to make decisions. This work demonstrates a developed environment, based on approaches GQM (Goal-Question-Metric) GQM + Strategies and PSM (Practical Software Measurement), which supports the measurement process, providing obtaining a historical data base to support future Decisions within companies.
