Despite the high level of interest in science and technology among the Brazilian population, the country faces challenges such as a decline in scientific production and low academic performance in science in international assessments. This scenario demands the renewal of conventional pedagogical methodologies, with Citizen Science being a promising alternative to engage the public with research and science. This work presents a platform, developed under the Scrum framework, to support a Brazilian program that seeks to strengthen the collaborative network of research and basic education. The platform was conceived as a flexible hub for the creation, distribution, and curation of Citizen Science protocols, overcoming the limitations of fixed-protocol applications. The architectural design is based on PWA (Progressive Web App), React, Express, and Docker, with PWA being of great value for accessing native mobile device resources and accessibility in resource-limited environments. The main result is a tool that offers high flexibility in data and content management, supporting several field types (textual, numerical, scales, file uploads) and configurable access policies.
