INTRODUCTION OF OCCUPATIONAL HEALTH AND SAFETY RULES AT A WIND FARM

The creation of the Program of Incentives for Alternative Sources of Electrical Energy (Programa de Incentivo às Fontes Alternativas de Energia Elétrica - PROINFA) has attracted multinational companies to expand and diversify the Brazilian energy matrix through renewable energy sources. Alfa Engenharia, a fictitious company of German origin, came to Brazil in 2006 and built two wind farms in the state of Ceará, in the northeast region of the country. In Brazil, OHSAS 18001 or ISO 45001 certification is not required for the implementation of wind farms. The company had a health and safety management system that was not certified. However, it had not reported any accidents involving an employee’s leave of absence for more than five years. In September 2013 this reality changed. A worker was on leave for fifteen days, negatively impacting Alfa Brazil's "Work Safety" record. Asked by the head of the parent company, which had registered its last accident in 1993, the company's general director, Carla Damares, has a dilemma: whether to adopt more rigid controls in its current management system or to request international certification?
