    Maturity Models for Regional Governance Instances in Tourism: A Comparative Analysis

    Purpose – This study aims to compare maturity models applicable to Brazilian Regional Governance Instances (RGIs) in tourism, seeking to identify characteristics, gaps, and necessary adaptations for their effective implementation.

    Design/methodology/approach The research adopts a qualitative and exploratory approach, structured in three stages: (i) review and selection of maturity models; (ii) identification of models with potential application to tourism IGRs; and (iii) comparative analysis of their suitability within the Brazilian context. Models from public, corporate and tourism governance domains were examined for their applicability to regional tourism governance.

    Findings – Despite the diversity of existing maturity models, few are directly applicable to IGRs. Bramont’s (2012) model stands out for its simplicity and broad academic acceptance, serving as an adaptable basis. The analysis revealed the need to integrate different dimensions of governance, accommodate the diversity of regional arrangements, and strengthen coordination among local actors.

    Practical implications – The study reinforces the usefulness of maturity models as diagnostic tools to guide the professionalization of RGIs, support their institutional development, and assist tourism managers and policymakers.

    Originality/value – This research contributes by proposing reflections on the adaptation of maturity models to regional tourism governance, a topic still underexplored in Brazil. It also expands the debate on territorial development and public tourism policy, providing a theoretical and practical framework for future research.

    Research limitations – The study was based on a literature review and theoretical comparison of models, without broader empirical validation. Future adaptations of the model across different regions are recommended, to test its suitability and enable refinements.
