    EFFICIENCY AND INNOVATION IN PUBLIC PROCUREMENT: BPM AND DIGITAL GUIDE AT THE FEDERAL INSTITUTE OF AMAPÁ

    Objective: To analyze IFAP’s procurement flow through the lens of Business Process Management and propose a digital guide to support the planning phase, to reduce rework, clarify responsibilities, and improve internal lead times.

    Context: Law 14,133/2021 increased requirements for planning, role definition, and document verification. IFAP operates a multi-campus structure and records returns and delays linked to incomplete inputs. Guidelines from the TCU
    and models from the IPCC underscore the importance of standardization and segregation of duties, creating an opportunity to establish minimum documentation requirements and phasebased checks, supported by a digital guide.

    Diagnosis: A documentary analysis of eleven administrative
    processes at IFAP and benchmarking with fifty-four federal institutions was conducted, guided by a comparative method. Redundancies, interdepartmental returns, and reliance on tacit knowledge were identified, which supported prioritizing control of planning inputs.

    Practical implications: The guide organizes the minimum planning documents, links tasks to control points, and enables phase-based consultation, which tends to reduce returns and lead times.

    Social implications: The centralization of flows and regulations broadens transparency and favors social oversight and institutional monitoring.

    Theoretical implications: It demonstrates the applicability of Business Process Management in public procurement within federal higher education institutions.

    Originality/Value: The digital guide structures the planning phase by connecting minimum documents to an operational sequence and to phasebased checks. External comparisons position IFAP and inform the adoption of observed practices.
